Panton Fellowships will provide a year-long fellowship of 8,000 pounds plus a possible supplemental travel budget.

“Fellows may wish to:

-Promote the concept of open data in all areas of science.
-Explore practical solutions for making data open
-Facilitate discussions surrounding the role and value of openness.
-Catalyse the open community, and reach out beyond its traditional core

Eligibility

Eligible applicants will:

-Ideally be graduate students or early career stage scientists. We do however welcome applications from those with non-traditional backgrounds, so if you think you may be eligible, get in touch.
-Hold a valid EU passport/have the right to work in the UK.
-Reasonably expect to be employed and/or studying in a relevant scientific field until March 2013
-Reasonably expect to be based in the UK until March 2013
-Have the consent of employers/funders to be a Panton Fellow whilst continuing to fulfil existing commitments
Applicants should be enthusiastic, self-motivated and proactive, with excellent communication skills.”

You have to have completed your PhD by December 31, 2011, to apply. It actually looks like they’re looking for people in the social sciences. They suggest people with PhDs in fields “such as anthropology, communication, environmental studies, history of science and technology, political science, science and technology studies, social psychology, sociology, or other related discipline.”

US embassies in the following countries are participating this year: Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan, and Ukraine.

Applicants must be US citizens and hold a graduate degree.

There are three themes for the awards:

1) The Changed Institutional Environment - “Although national governments remain primary players in the security realm, non‐state actors like corporations and NGOs, and regional and multilateral forums have become increasingly important in managing international relations and preserving the peace…”

2) Nonconventional Threats – “Although traditional military competition remains, day‐to‐day threats in this new security dynamic generally emanate from a variety of nontraditional sources such as terrorism and international crime, bioterrorism and nuclear proliferation, climate change and epidemics that straddle borders…”

3) Nuclear Threats and Public Policy – “The continued interaction between the development of nuclear technology, the global expansion of nuclear energy, and the proliferation of nuclear weapons makes nuclear issues a persistent policy concern. The dangers from the proliferation of nuclear weapons and the potential diversion of fissile materials have intensified as a result of the potential for nuclear terrorism by non‐state actors. Meanwhile, existing nuclear weapon states confront conflicting agendas, on the one hand under pressure on nonproliferation and disarmament, on the other hand maintaining their deterrent capabilities as safe, secure, reliable, and credible…”

The IGCC Dissertation Fellowship provides a $15,000 9-month stipend and up to $3,000 for research and travel.

The International Nuclear Security Dissertation Fellowship provides a stipend of up to $20,000.
